Dear Eric,

Do you have a way to test my up link speed and downlink speed other than the NOC Charts, like a program to be installed in my pc and then it measures my up and down link and it's an accurate program ?

I just download a large file and time it.
e.g. https://www.satsig.net/pdfs/smr-5000-manual.pdf
which is 1,206,065 bytes or 9,648,520 bits.
Just divide by the seconds on a watch and that gives bit/s. Note my server output is 2 Mbit/s max and congestion anywhere in the routers between my server and you may slow things down.

In the uplink direction try uploading the file by ftp to your server or send it as an email attachment. How long does it take?
