I have a belkin router with a xplornet system surf Beam Modem. Can onyone tell me how to get this to work. I have spent hours on tech support with both xplornet and belkin. Need help. It should just work on a dynamic setting but no it will not.

I don't think it's as simple as that. Rather than dynamic addresses, they issue something called "temporary leases". You may find information applicable to your issue here: https://wildblue.cc/wbforums/forumdisplay.php?f=9
