Is it hard to get a end-user VSAT license in Ethiopia, Addis Ababa from ETA?

I want to know any provider can help getting license, take care of the maintenance support for the circuit?

I can say that getting licence for VSAT applications in Ethiopia is very hard indeed. We have one client which we installed to Addis Ababa recently. He spent about 6 months to gather the licence.
