You need to decide a location for your uplink.

Note that it is very difficult to find very cheap satellite set top boxes which will receive low bit rate carriers (your viewers may need PLL LNBs as well).

If you are going to start with a large uplink carrier, 2 Msps or more, then you might have your own uplinking dish at a location convenient to you.

Otherwise go and share at a teleport where there is already an large uplink DVB/S-IP carrier aimed at West Africa.  Add your traffic into their carrier.

Consider the location of your studio and how the program(s) will get to the teleport. Playout facilities can best be co-located at the teleport, together with off-air receive-rebroadcast systems.

For entertainment etc, concentrate on broadcast IP only. Unicast and video on demand are far to expensive, and wasteful of satellite resource.
