I will need sat. internet for Azerbaijan Republic, not expensive. What would you suggest to me?

Can anyone confirm if Tooway beam 83 (green type 4), aimed at Azerbaijan, actually exists or not ?

If the beam exists...

Is the beam used to provide Tooway service ?

Has the beam been sold off for some other service ?
