Thank you. An important document that needs downloading for study.

The section IV guidelines need to be brought to the attention of existing and new customers.

My impression is that if you have used more that 50% of your allowance and during periods of congestion, "no service will be available" for VPNs, "Apps" on Android, IPhone and iPad, or ftp.

If this is true, then there is going to be complaint from people whose reasonable expectations were for a slowing down rather than a complete ban. It can be very aggravating if some important urgent data is inaccessable.

I use Ugrib (a program which is not a 'web browser') to download compressed binary GRIB weather forecast files and use ftp to upload web pages and download log and backup files. This presumably will temporarily cease to work, as will YouTube, TV catchup Apps and videos embedded in Facebook pages.

The total number of Tooway terminals is now about 160,000, so well short of the 1 million target (dated May 2014).

Congestion should therefore be negligible but I rather think that rising customer expectations regarding uploading and downloading videos and audio is the problem.

Tooway is good value for money for people who can't get connected terrestrially but everyone needs to exercise restraint in the way they use the shared service, for the good of all.

That's very interesting but I'm unsure how to measure my usage (which would be the first step to restraining it).

I've read in this forum that for some people https://checkportal.skylogicnet.com/ gives an indication of usage but for me it just looks like this:

Does anyone understand what is going in in the Euro Commission regarding net neutrality ?  I would have thought that decisions to block certain URLs was a matter for courts, where the accused and defender can put their case before a verdict is given regarding a ban..   It is complex in this case as there are different legal jurisdictions involved under the various beams.

Can, for example, a "Public Authority" in Crimea (beam 66) be the cause of a France news website being blocked because it disliked some embarrassing news report ?

Can the Euro Commission request that a German investigative journalism web site be blocked to cover up allegations regarding expenses and fraud  ?

Who gets to decide ?

with their new pricing we are going to abandon skylogic anyhow. They lost their track completely.

Could you explain how they lost their track?  I'm not agreeing or disagreeing, just wondering what you mean.

On a related note, am I right in thinking that Tooway prices are creeping up slightly, across all distributors?  I wonder if this might be because they are not getting as many new customers as they hoped for and therefore would like to get a bit more money from each new customer that they do get.
