Contact all satellite operators with suitable US coverage explaining what you want to do. Ask for help, advice and prices. You may find them uninterested in use of less than 1MHz.

How much bandwidth do you need? Your receive dish size matters. If very small dish (or mobile) then you may buy (say) 1 MHz of power and concentrate it within a narrower occupied bandwidth.

If direct purchase from satellite operator does not work out, ask around existing service providers. See https://www.satsig.net/ivsat.htm They might resell part of their larger bandwidth rentals. If you do this check with the satellite owner regarding reseller terms and conditions, both legal and technical, and that the intermediary is a genuine lessee whose payments are up to date and that it is not a scam.

To receive small carriers the receive system must typically have a frequency accuracy better than approx 10% of the carrier bandwidth. Investigate the receive modem specification for details. PLL type LNBs are recommended.

An alternative to SCPC is to take a share in an existing larger broadcast carrier. You will need to feed your 32kbit/sec to their uplink site. Your receive dish and equipment will need to be compatible with their network and technology.
