Pakistan: IP Routing via satellite ?

I need Satellite downlink for my internet cafe and city wide WiFi project in Pakistan's City Chakwaal. �but the problem is that ISPs in islamabad are unable to set satelite IP to route. I have taken 3 days demo from satelite operator but ISPs are unable to route it, Can u tell me is there any other way of using Satellite downlink without IP routing at ISP side/ other than Opensky.
I will appriciate ur suggestions

Hi;
we have sold above 50 mb of internet bandwidth all over Pakistan , including Islamabad and peshawar.
