Need 2-3 Mbps Upstream

I need to get some quotes for a minimum of 2Mbps upstream. Will need smaller dish sizes, 1.8 Meter max so I'm sure C band is ruled out.  Downstream is negligable, but it would be nice to have at least 1 Mbps downstream.  Coverage needs to be at least the eastern seaboard of the US if not the entire US.
