Check your transmit cable, connectors, waterproofing, etc. Disconnect the transmit cable and power cycle the remote, if the LED remains red the remote is dead, RMA or buyy a new one. If not there is a short over over current somewhere towards the BUC.

Red Tx is not healthy. 

I would try the above, and if you have ethernet or console access to that box I would also try to re-image that unit. 

Naturally, if it is a 3100 and you are using iDS 7.1.1 or better (7.1.X, 8.X, etc) dont forget to install the upgrade_prep pkg before you engage the BSP and image.

That may resolve it, but RED is normally indicative of a hardware failure of sorts.
