AFN on Hotbird 9

I am new to sattelite TV. i have a dish and i receive hotbird at 13 east with a very strong signal. I am located in the south of france and I am trying to receive AFN 9 US Armeed Forces network Programming) I understand that it it transmitted on Hotbird 9 but i am clueless as to what i need to do to connect to Hotbird 9. Any suggestions or hel would be gratly appreciated

You need a DVB PowerVu receiver plus conditional access card, obtainable only from official AFN sources.  I believe the program content is not licenced to be available for free-to-air (FTA) reception.
