Ku Band Service in Djibouti wanted

Is it possible to get Ku band service in Djibouti?  

Also, can I get this service with equipment I already have, a Hughes HN7000S?

See http://www.satsig.net/ivsat-africa.htm and http://www.satsig.net/ivsat2.htm looking for beam coverages that include Djbouti.  It is a difficult area with many beams dropping off in gain in that area.
