France- Withdrawl of Land internet connection

Hi, I am a Brit living in SW France and am facing a potential ban due to a French Govt Internet regulatory body called HADOPI.
I suspect this is my 13 yr/old daughter using LIMEWIRE to download popmusic/Torrent files.
I also make my living using the internet and need a high speed /low latency connection/direct market access connection to various futures exchanges in N America and Europe. I currently ( still have) a ADSL internet connection & am awaiting for a judicial decision.
Having had a look at this excellent site can someone give me a rough idea of
1.if i need a permit.
2. Approx cost
