linkstar modem sat led keeps blinking slowly

Hi Guys,
I have a problem with my second hand linkstar modem.I pointed to W3A for Mweb service configured then hooked up the modem.Powered it up and it started blinking slowly and then fast but since i could not call the skylogic NOC in the night I powered it  down. Only to comeback in the morning powered it up but this time the modem will only blink slowly for am very long time.I call skylogic NOC and they tried to access the modem and told me the modem was not responding.
Is my rsct bad or a malfuction
Please help
