International Law on satellite tx/rx

Any help on what type of Legality or implication  if we happen to tx a wrong satellite which might disrupt the service of that satellite?
 
Any site I can read up on that subject?

The main body in this case would be the International Telecommunications Union (ITU). http://life.itu.int/radioclub/ars.htm might point you toward the answers you seek
