Shared service is far cheaper than dedicated, because it is shared and many people have to contribute towards the cost of providing the service.   Equally they all have to put up with others simultaneously sharing the same capacity.   The use of terms like CIR can be misleading. For example a 21 Mbit/s downlink carrier might be divided into 20 smaller cliques, with each clique given a guaranteed 1024k CIR.  You need to understand that each clique may then be shared to many end user customers.  

For $70 per month you should get an average of about 10 kbit/s down.  Expect no more than 1 Gbyte download per month for $70.   Quite what happens when you attempt to download more will depend on other customers demands and the fair access policy (if any) applied by the service provider.

The maximum possible bit rates (during very light traffic periods) will be higher, but it is the long term average that counts for cost.  Remember "what you get is what you pay for".
