can someone help me with a list of the frequencies, symbol rates and polarization for available satellite signals. I am currently in Sierra Leone( west Africa).

I think you are referring to satellite television signals. For details see https://www.lyngsat.com/ You need to search for satellites which have beams covering West Africa.
