I'd recommend Comtech CDM570L modems.

The modem does packet header compression to get each G729a (8kbit/s) VoIP call into 10.8 kbit/s using short packet headers over the satellite link. �

How many simultaneous phone calls do you want ?

Note that the modem is limited to operating up to 64 simultaneous compressed calls.
