I am an IT Consultant for the UNDP Zambia. Can you please provide me and my colleague, Roger Thord-Gray a quotation for a small satellite type WAN solution.  

The Election Commission of Zambia (ECZ) are looking into ways to send election results from 20 remote polling stations inside the borders of Zambia to one central station in Lusaka.  Satellite was seen as one way to do this by using 20 Laptops at the remote polling stations to be connected via a VPN TCP/IP connection to central Lusaka for sending the Election Results. The ECZ therefore needs to connect 20 remote laptops via satellite (such as BGAN or Thuraya) to a central station in Lusaka.  An estimated bandwidth usage from the remote stations to the central hub is 1 Mbyte per 24 hour day.  The transmission will have a peak at close of Election Poll until 48 hours after close of poll.  The topology should be similar to a BGAN or Thuraya solutions with Lusaka as the central station.  The RFQ should include:
·Cost to procure 20 remote stations and two central stations (two will be connected at central for redundancy and load sharing) with a rental option included
·A Diagram and description of equipment
·Fee for a 1 month subscription for the 20 remote stations and two central stations.  
·an additional 1 month subscription fee for the 20 remote stations and two central stations for the case of a re-run on the elections.
·The 20 Laptops with sufficient power supply will be supplied by the ECZ, but supplier should specify the voltage (220V) and power consumption for the additional equipment.
·any additional cables, connections or equipment which may be needed for a successful VPN connection between the remote laptops and the central laptop should be indicated and included in the cost of the RFQ."

You suggest two alternative satellites.  Which one are you recommending for this application ?

What dish sizes will be required, considering the very temporary nature of the requirement ?

How do you meet the requirement for two redundant hubs in Lusaka ?

Can you do VPNs from all 20 sites to the hub sites ?
