Xplornet FAP?

I've been trying to figure out what exactly Xplornets KA faps are before subscribing to their service..and they responded to my email with  "Unfortunately we do not know what the FAP limit is.  The higher the package you are on,  the more you would be able to download/upload before becoming FAP'd.  We do know that the limit is based on every hour and it recovers hourly as well."

... o.O? anyone know what their FAP is?

I have been dealing with xplornet since Nov 2005, regards their FAP I have been trying to get info since beginning. The limit as was explained to me today June 18 2006 is as follows,  Because the lease time for their service is divided in 1 hour blocks the max I can download before getting throttled back is 30 to 40 megs. I subscibe to their basic package. I don't find this very usefull and probably would not have used this service had I known this.
