I am sorry but the Ka band beams do not extend far enough eastwards for Moscow.

See below by Anthony Walker regarding the TooWay service using Ku band satellite beams...

It looks like 4 russian Ka-Sat beams are exclusively operated by GPKS.

I refer to article at https://www.telesputnik.ru/archive/pdf/200/10.pdf

Russian contracts for Ka-Sat are much more expensive.
