satellite internet in the DRC

I'm doing some research for a friend who recently moved to the DRC for an extended period of time. The current internet situation where he is located is like that of a dial-up connection. He's interested in obtaining high-speed service through a dish like what Hughes offers in the USA. Something reliable and reasonably fast are the two key elements. If anyone has suggestions, please let me know. Thank you!
