iDirect Link not applying on the hubside

Our test  iDirect hub has an issue  with the  Remotes not being able to get TX  activation. The RX lock is Ok, TX OFF and Net is Blinking orange on the test modems.  Neither does the remote  start acquisitions when checked from the iMonitor Events tab. The Opt file does not reflect on the HUB side once created. We are able to verify this by comparing configurations in iBuilder. We have checked all parameters  on PP, Network and IG.
What do you think is the problem?
FYI, I am using an old II+ for a dry run before migrating my chassis.

Did you activate the remote?if yes,try to verify the opt file in the remote with the config on ibuilder by push it with udp.watch the event status on isite.if it is ignored,it means the configuration doesnt match.
Its simple but happen sometime.

We actually discovered an issue on the database and had to reconfigure it afresh.
