Maybe the box it is not pre-tuned correctly. Have you typed in the text line that configures the frequency, symbol rate etc. ? If so, check again that every character is correct. Tell us your configuration line that you are using. Read the data back from the screen (use pconf). Has it all gone in correctly?
Check with your service provider that you have the right text line.
Maybe you have not pointed at the satellite yet. The SAT led flashes slowly when you find the satellite and then fast once it locks onto the correct carrier.
Maybe your polarisation is the wrong way. First set it to nominal as told (vertical or horizontal), then adjust clockwise for positive adjustment, while FACING TOWARDS the satellite.
Note that once the carrier is being received, the BER display does not update on its own. You need to make many tcmp commands to take many measurements while turning the nuts 1/2 a turn at a time. It will take at least 30 minutes to peak up and secure the dish, after you have found the satellite.
