You have just a single cable direct to the modem from the PC so I am not suprised at a ping time indicated as <1mS, 1ms or 2mS or a very few mS.
1mS = one thousand'th of a second. < means less than.
Later, when you are connected via the satellite, you will see far higher ping times to IP addresses across the world due the satellite distance plus processing delays in the various routers to the final IP address.
Getting ping to work is a good sign. Getting telnet to work is the next step.
