Ka service in Afghanistan only works at night

Need some help figuring out why my service only works at night. Have a TS2 Ka Band, 1.2m dish with iDirect 3100 modem. Receive voltage at night is between 16v - 18v. SNR is usually between 7db - 10db. From approximately 1 to 2 hours after sun up till approximately 1 to 2 hours after sundown my receive voltage is between 4v - 13v. SNR usually drops to about 4db.

I've tried repointing this dish a million times without any improvements. I have swapped out my cables. Running out of ideas to fix the issue.

FYI for future reference. Found the problem was caused by the base mount not being level. Once I leveled the mount I saw an immediate improvement in SNR. System hasn't gone down since.
