You say you have aligned your dish to W3A. You don't say how you have done this. How do you know it is W3A if you have not yet got your modem to lock to the wanted carrier?.
I suggest you check your polarisation name and the polarisation adjustment angle applied. If Horizontal name then start with the LNB at the top. If Vertical start with the LNB at the side (either side, it does not matter). Then apply the adjustment angle, face towards the satellite in the sky, clockwise is positive.
Then try pointing again till you find the correct satellite.
If, by "offset" your are referring to the line: reflector_offset_angle = 0.000000 in the options file, this is of no consequence since the modem does not drive the antenna positioner.
The hub and remote latitude and longitude are important however as the modem needs to work out the range to the satellite, when the time comes to transmit.
If your dish has an elevation scale, use it to set the beam elevation angle. If you don't find the satellite on the first swing try up and down in 1 deg steps. If the dish does not have an elevation scale set the front face of the dish vertical. The beam elevation angle will now be the offset angle of the dish (read the dish installation manual). To obtain the operational beam elevation angle tilt the dish further, either forwards or backwards to decrease or increase the beam elevation angle by the required amount. You may wish to make an accurate inclinometer. This inclinometer may also be used to set the polarisation adjustment angle; place sideways across the BUC, LNB or waveguide part.
