There are many companies who are able to offer you iDirect VNO solutions.  A few points of consideration would be whether you wish to offer c band or ku band service and what the exact city in Libya is.  A VNO is definitely the cheapest way to enter the service offering using iDirect equipment compared to purchasing a Hub.  As there is no current customer base, would it be of consideration to offer a site by site growth on an existing shared platform with the VNO migration at such time the usage is less expensive with your sites on your own network through a VNO? 

We can offer a range of options, so please let me know more of a starting point and expectation for growth so the equipment is appropriately sized.  I hope to hear from you soon.
