Hello
  If I buy 1024:256 SCPC internet service, can I get this perfomance 100% with iDirect 5350, 3W extended LNB,  3W BUC and 1.2m Dish? I means, I will get exactly or at minimum 1024 download and  256 upload. Thank you.

It all depends on the service that your provider has configured. Its a bit unnecessary to pay for an SCPC service as a well provisioned provider should be able to deliver this on a TDMA network.
