Tell your service provider hub about this problem and ask them to help. If they don't know what to do they need contact ViaSat tech support for this unusual problem.
I'm not sure what you mean by "can't sync". If your modems lock well to the outlink carrier, the hub should be able to control your modem, knowing its MAC address.
If the hub can make your modem transmit CW, then at least the BUC is working normally and the CW frequency is correctly controllable (presumably your BUC is 13050 MHz LO freq).
In the old C band mode the BUC LO might have been 5150 MHz and the modem output frequency calculation and modulation mode would have been set to inverted.
Maybe the hub need to set your burst transmit frequency calculation and modulation mode to normal (for Ku band) rather than inverted (for C band).
If by "can't sync" you are referring to failure to achieve oulink carrier lock then check with the hub that they have given you the correct config string to type in. Example: save -t -60 -c 0x1029 -f 1250000 -pcr 0x365 -pop Ox11e0004 -o 1 -s 27500000
