RLOCK is not likely to be the issue, at least there's not enough info to tell.
If the modem has green Rx LED that means you are locked to the carrier, good start. the Tx LED will only come on when the hub tells the modem to Tx, so the first point you should check is with the hub provider that you are enabled in the NMS and that he can see sweeps in iMonitor being sent to you remote.
If you have telnet access to the remote, you can also type Rx ACQ at the prompt and see if you are receiving the acq commands from the hub, if you are not then your system will never try to transmit.
I am assuming you have check the back of the modem and have no Red LED.
So first of all, check the modem is being sent sweep messages from the hub, check the modem is receiving them. if not it will never even try to transmit and you will never join the network. Be very sure that the modem configured in the hub is configured with exactly the same serial/modem type also, or the sweep will be missed.
