The maximum of 29 means you are pointed at some powerful satellite signal. The scale works in two ranges: The range 0 - 29 operates as a simple power meter, which will detect and allow you to peak up on any satellite, with a maximum of 29. The range 30 - 100 means the receiver has locked to wanted carrier and the readout now refers to the signal quality of the wanted signal.
As Greg says above, maybe you have not yet typed in the configurations details. It is important to tune the modem to the correct frequency and symbol rate.
Could also be wrong polarisation, wrong polarisation adjustment or wrong satellite.
Make sure you also use a SBC.cfg file if told to do so by your ISP and also select correct LNB type/model number in the pull down menu as per instructions from your ISP.
Please what is your LNB type and model number ?. Do you have "505" on your feed throat and a giant circular polarisation scale on the back of the dish ?.
