Im sorry to hear about the difficulties from your government. Regarding your question:
1. When you are connected to broadband internet over satellite, it doesnt really matter where are you located, as long as you are under the coverage footprint of the satellite. The only one who is able to block/fliter content will be your service provider. So, if you are connected to a service provider in Europe for example - there shouldn't be any problem. 2. However, there is a problem: Governments are aware of it, and you will probably find it tooo difficult to import the right equipment that will allow you to establish an independant satellite connection. You will need at least one license, and at some countries more than one license. This is the main thing you will need to check.
