GSM service on an FPSO

Hello guys,
please does any one as an idea of how to use a GSM service on an FPSO that is about 140 km from shore.

This means that the GSM cannot be through a regular base station and that means there must be connectivity with a service provider on land , have a means of transmitting signals from FPSO to land , have a way on the FPSO of connecting to a base station and allow use of GSM handsets. Etc.

First you need wifi, then a phone and cell provider who supports UMA.  My friend and I went out to sea on a small boat and his phone worked great over wifi via satcom.
