This info is dated, but the system I used back in the 80s used Alfa Flunk at the RX terminal to control the uplink power at the TX station. Alfa Flunk is measured at the 70 MHz level, and acts as a pseudo BER. A non-satellite feedback circuit from the RX terminal to the TX terminal carried the uplink power commands. Most of the time the feedback circuit was full duplex, which permitted each terminal to automatically control the others uplink. To be clear, this adjusted power of each individual up converter - not the terminal composite signal
