locked - unlocked modem?

I have a model that I don't know if it's locked or not.
The last 6 digits of the mac is : 40:34:E9 FROM A LOCAL LIBYAN RESELLER.
Can anyone tell me if it's locked or not.

you must purchase a package from another reseller and ask for the activitation code, if it accept it, is unlocked
