High latency is an unavoidable feature of satellite networks due to the distance involved to and from the satellite.
I suggest doing searches of the Oracle database documentation looking for references to tuning for high latency networks or Google "tuning Oracle in high latency networks"
Minimising the fragmentation of packets is a generally recommended thing to do.
You might also contact Oracle directly and ask, also contact your satellite service provider or modem manufacturer (e.g. iDirect, ViaSat, Hughes) for advice.
