Welcome to the forum.

You may wish to start with a shared service such Hughes HX, iDirect or Linkstar terminal.   Such a terminal will be suitable for 2 - 40 end user PCs.   A merit of this approach is that you can progressively increase your satellite tariff to match your end user customer demand and income.  See listings of Europe satellite ISPs and Middle East satellite ISPs.  Lebanon is in both European and Middle east coverage beams.

Once you have more than 50 end user PC customers you should consider changing to a dedicated satellite backbone, say 500k or 1M bit/s down and 100k - 200kbit/s up.  If your customers want to do VoIP phone calls a more balanced up/down capacity ratio is appropriate.  Dedicated satellite capacity costs around $400 per month per 100kbit/s if you use a large dish and 16-QAM modulation.

Consider carefully your router and traffic management plans.  You will need to apply a fair access policy to your customers so that each gets a fair share proportional to their payments.

Best regards, Eric.
