One-way satellite broadband France wanted

Can anyone please recommend companies providing one-way satellite broadband service in France, using 3G mobile phone for the uplink.

The customer wants an unlicenced, easily transportable solution, using a satellite TV receive only dish and mobile phone as the uplink to the internet.

SlonAx (Slon traffic Accelerator). Rate Based transport protocol adapted for big latency channes(like Satellite links, GPRS)
