There is nothing wrong we do that because We have big capacity mean that 50% CIR always get full bandwidth

and about your price please can provide it to me , maybe we can work together.

The % figures do not make sense to me.   CIR is generally understood to mean the allowed amount of data which the network is committed to transfer under normal conditions.  CIR is a bit rate averaged over a period of time Tc, not a percentage %

If you have carrier with say 1 Mbit/s and use traffic shaping and 2 customers sharing equally then the maximum CIR you can specify for each customer is about 480kbit/s.
