RX and NET Flashing Orange iDirect 3100 NB

Hi all.

I have 2 units doing the same thing.

The modem boot and flash all lights.
After that Power Solid Green and for a few seconds the Status will be solid Green.
The RX flashes orange and that is when the Status light goes off.
From now on the Power is Solid Green, RX and Net alternate flashing orange.

I have done the reload of cumulative and remote files. (Ver 7.1.1) I have reloaded the option file.

After all this, the modem behaves just the same.

Any ideas?
Modem faulty?
Can it be repaired?
Does it have to be dumped and replaced?
