VoIP over satellite, options

Would like to have recommendations for how to specify a system of high quality VOIP via satellite.  My client, a retreat center in a remote location of Northern California, needs two reliable telephone lines to the outside world.  Satellite is the only option.  The cost should be less than 10 cents per minute of telephone use, for upwards of 5,000 minutes per month.  Internet service is not needed.  
I tried Globalstar.  It is excellent, but too costly, and also requires a wide view of the sky.  
I would like to know about any successful VoIP satellite installations.  Am especially interested in the following details:      
1) VoIP hardware,
2) Satellite link hardware,
3) Internet service provider,
4) Minimum data rate needed for two simultaneous telephone conversations,
5) Typical latency,
6) Overall call quality, compared to a land line.
