It is part of the nms_clients software package (iSite, iMonitor, and iBuilder). You can download and install it on any machine, but you will need permissions to use it. 

Whoever owns/manages the hub must enable you as a Super User or have the block checked for "Change Database"........which will allow you to login using the GUI.

Are you Hub Operator? or End User? Only Hub Operator requires iBuilder/iMonitor. End user requires only iSite. As MiKe said, it is part of NMS Software provided by OEM.
