Help with system in Afghanistan

We are currently running an iDirect3000 and are using Csat2 transponder with Bentley Walker. The problem is that our upload speed is abysmal. We are being charged for 256 up and arent seeing anything over 18!! This is causing a bottleneck at the wireless and shutting down the system. We have a large bank of generators 50meters away and the dish is not grounded. We bought this system as is from the fellows that were he before us. Any information to help improve it would be greatly appreciated. Bently hasn't had much constructive advice as of late. Thank you.
