The APA is a proprietary Wildblue Ka-band installation device. When set properly, it rejects all but the assigned frequency specified on the installation work order. Hughes Ku-band installations do not involve spot beams, their (proprietary) OPI is sufficient to optimize antenna pointing angles.

Hughes Ka-band on the other hand has yet a 3rd set of installation devices; a DAPT and a "squinter". I've not had any hands-on experience with them yet, so hopefully a HughesNet installer can explain those devices.
