Please recommend VSAT provider for Benghazi, Libya

I'm posting this on behalf of a friend in Benghazi, Libya, who is looking for VSAT service with 10 VoIP links and 3 users (with more users possibly added later). He estimates his data rate needs at about 2 Gigs/month.

I am looking for user recommendations for the best quality of VOiP line and best price.
