Criteria for measuring quality of offered service

Hello,
My manger asked me to do some points regrading the Criteria for measuring quality of offered service. Which will become a reference for measuring the level of service recived from contractors. Lets say the division of level of service is (bad,accepted,good and V.good).
How do I set a criteria that would enable me to choose one of these four options.
