Satellite latency emulation

Dear all,
We are looking for a way to emulate satellite latency to test equipment and protocols at the lab, without spending on professional satellite link emulator.

As I see it, we need a buffer, noise generator and a low power BUC (C-band)

Can anyone advise how can we get a buffer?

Years ago there was EFData Elastic buffer model EB-105, but it is not available anymore.
