use some guy in Reunion location some PCI/USB card or spectrum meter for verification active transponders from 16 East?

What kind of PCI/USB card is recommended?.

Do you need a RF to USB device like HACKRF https://greatscottgadgets.com/hackrf/one/ ?

It looks like a good project to try.
