astrasat have max 1mbps and not have "real" FLAT RATE (when i download ~4GB ... my speed will be like modem speed, my friend have account at astrasat)

I need site with one way link (2mbps, flat rate) and prices for it ...

I need to connect my SERVER TO broadband 2GB (OR HIGHER LINK) - 100GB MONTHLY( for hosting )
on uninterrupted constant two-way link including some package of IP CSOPE-Range some 32-128IP's

Please PROVIDE ME reliable and cheap solution flat RATE (IF possible combination that two excluding options on ONE OFFER)
